Tunnel lighting is the opposite of street lighting.  

In contrast to street lighting, the brighter it is outside, the greater the need to illuminate tunnel entrances to avoid the “black hole” effect.  On the other hand, at night, the darker it gets, the more it’s necessary to dim tunnel entrances to reduce the glare created by over-lighting.
